God loves us and expects us to love Him back.  But people chose to live as if God does not exist.  In so doing they live independent from their Creator, determining for themselves what is good and what is bad.  So, everybody is doing what they want to do.  People are guilty of refusing God’s authority, his requirements and his standards for living. People do bad things and fail to do good things.
